Unreal! FAA recognized as one of the best. With all the screening and cert. requirements, still slips through. Nothing is foolproof.. Good find.
My memory says Rheinland-Pfalz is a state and not a city. Within it are a number of cities. I was stationed there once in the city of Bad Kreuznach.

Doing investigation and not giving his “friends” a heads up would make it less conspicuous before rounding up.
