In this case the police are doing what they are told. Its the politicians causing this. They’ve found a way to tax without passing one of those pesky laws.

This particular policy is not restricted to Scott’s little neighborhood. There are other towns that require permits for on-street overnight parking, often at the request of the residents themselves. They feel it helps them keep nonresident visitors from taking up what can be very limited parking in some communities. You have to show that you live there to park there.
