Something wrong here. NCIS is a Navy investigative service.

The Army, uses it's counterpart, the CID for internal Army investigations. This would be one of those.

That doesn't mean that information couldn't be shared between the respective services. It just doesn't sound right as reported.

I had the same thought on why NCIS is doing the investigation that should be conducted by CID. There may be some reason that makes sense but it certainly doesn’t on its face. Either way, seems everybody’s busy stating the obvious while the wheels of the military legal system grind exceedingly slow.
