How did he cheat to win a random drawing?

I get that he’s too young to win and rules are rules. But his bracket was legit, wasn’t it? I see nothing to indicate that the boy cheated.

The drawing was held to choose among the best winners, it sounds like.

They normally have some kind of clause saying decision of judges is final in case of some dispute.

If I were a judge I’d say repeat whatever step involved the kid, except without the kid. Draw again without the kid’s entry in the hopper. If you want to reward the kid with a non monetary gift fine, but even that seems to wink at cheating, we mean it when we say you have to be 18 or older, that is for everybody’s benefit.

he didn't comply with the rules. He didn't meet the age rule
