In Florida, yes. Florida is an "All-party consent state" so all parties on a call need to be informed if the call is to be recorded. The same is true for CA, CT, IL, MA, MT, NH, PA and WA. And oh by the way, if the call includes a party in CA, all parties to the call must be notified that the call may be recorded - at least so says CA. See (18 U.S.C. §2511(2)(d)) for further details

Let’s see- they had their conversation IN PUBLIC, but they are going to sue him for ‘taking it public’? Are these people insane or just really stupid?

Florida law makes an exception for in-person communications when the parties do not have a reasonable expectation of privacy in the conversation, such as when they are engaged in conversation in a public place where they might reasonably be overheard. If you are operating in Florida, you may record these kinds of in-person conversations without breaking the law. Pretty clear a business is a public place.
