It wasn’t uncommon back in the 50s and 60s in Texas either (Houston and Dallas). Heck ... on my first day in Middle School (Junior High) in Dallas, there was a guy shot and killed in drive-by and several others wounded. I just missed getting hit on that one! They were dropping around me!
I also remember several teachers getting beat up at school by parents plus a principal getting beat in the hallway ... LOL ...
Flogging should be legalized as punishment for this kind of crime... and would be exempt from being treated by Medicaid.
