Former Gov. Jeb Bush and Sen. Marco Rubio are both from Florida and could make for an effective GOP ticket. But the Constitution makes things tricky.
When political handicappers blue-sky about the 2016 GOP presidential ticket, they generally rule out an all-Florida ticket former Gov. Jeb Bush and Sen. Marco Rubio. There are constitutional reasons that make it complicated but not impossible. And in some ways, a Bush-Rubio ticket may make sense.
Lets start with the positives: In a competitive presidential race, the Republicans cannot win without winning Florida. Its the third most populous state in the country, with 29 electoral votes. Its also the biggest battleground state.
So if you absolutely need Florida, why not double down on Florida-ness?

There is a problem with having both the presidential and vice-presidential candidates from the same state. According to the Constitution, the electors from Florida could vote for one or the other, but not for both. So you could conceivably have a situation where you have a President Bush and a Vice-President Warren, for example.
A Luis Guiterrez / Raúl Grijalva Ticket? Improbable but not impossible.
