When the government decides it will enforce some of the laws, but not others and uses criteria like race/ethnicity to decide - isn’t that corruption by definition?

I do. As the late, great Terry Anderson used to say, "If you lace up your boots and walk across the border to sneak into my country, you are my enemy." Illegals CHOOSE to do what they do. They know perfectly well they are breaking our laws, because they hire coyotes or evade the Border Patrol. It's no different than someone breaking into your house.
Poverty is no excuse. If it were, the poor could just take whatever they want from whomever they want--shoplift without being arrested, etc.
