He may have meant to say the driver could not see him. There would have been metal between the driver and the prisoners.
I should add a PS to that statement as well.....as a result of this, those vans will probably be upgraded now and cameras installed in the back so the driver can see and if one of them is hurting themselves it can be shown as evidence.
Audio feed would be important too, because there’s only so much you can see as a driver, or even as someone accompanying the driver, as much different sensory information as possible.
