Where does the grand jury come into play? Or, is there one in Maryland?

These charges did not originate from grand jury indictments.

These charges originated from the State Attorney who claims to have probable cause to make the charges.

This is basically what Angela Corey did in the George Zimmerman/ Trayvon Martin case.
