You are correct.
To do anything less is to enable sloth, encourage dependency and invite decline.
And I am seeing more and more so called out of work types standing near most street intersections where a stop light is begging for money/selling some paper. The truth is these are addicts. They will not work. They are not veterans as many claim. They are addicts.
