In majority of these case it need not be.
If thugs are mostly of one hue there, the folks of that hue have only themselves to blame for fomenting that. But that is a long honored term for destructive miscreants of any hue.
BTW every time I hear “rap” I cringe. This is not keeping it real, this is ginning up the reality of hell where otherwise it needn’t have ruled.
