Sounds like the plot of out a 1961 movie called “All Hands On Deck” with Pat Boone and Buddy Hackett. Except in place of a goat it was a turkey on a navy ship.

Just saw a photo of "the USS Brooklyn crew and goat" Photo # NH 93704 on the page of the Naval History and Heritage Command. It was a ship that served in the Morocco- Raisulli affair.
