No. It means the mother engaged in sexual relations with at least two different men during the same menstrual cycle. The first child was conceived by the sexual encounter with the first father. The second child was conceived by the sexual encounter with the second father. Each child has a separate father, but the identity of the second father has not been revealed. The two girls were born as twins simply because their gestation occurred during the same menstrual cycle.
