I guess the First World War never happened, Chlorine gas was first introduced as a weapon on April 22, 1915, at Ypres by the German Army, but its value as an effective tool was hampered by the fact that it blew back across the lines and affected the Germans as badly as it did the French, as the Germans had trouble donning their gas masks quickly enough.

Chlorine is pretty much a two-edged sword. It is the third-most corrosive element in the Universe, behind only fluorine and - oxygen. Chlorine does most of its damage not directly, but by wrenching the hydrogen off a water molecule, forming nascent oxygen, a HIGHLY reactive form that is ozone on steroids, and that is what does the destruction. The hydrogen chloride gas formed in the process is just secondary, and once in water solution, becomes a very strong mineral acid.
