When I looked at the Explorers page (which since the 80s has accepted women as well as men), it is considered a step after Eagle Scout (but doesn’t require prior scout membership).

Correct. Prior membership is not required. An explorer scout can continue working towards Eagle. I would estimate a higher number of explorers attain Eagle then do Boy Scouts
