Did Congress just cede and ignore the EPA and other agencies or was there an actual law passed to give them this unconstitutional authority?
Federal agencies are under the orders of the President of the United States. He issues the rules and the agency carries them out. Laws created the agencies, but the President writes/issues the rules by which they carry out the law. Remember he said he had a pen, well, he is using it.
He should be put on a raft and dumped into the sea. Maybe his boss, Satan, will save him - or not.
When created, Congress gave the EPA the power to create rules with the weight of law. Which directly contradicts the clear constitutional authority that only Congress can create laws.
