Really? How do you know that? You are imputing rational motives to this act. Maybe he is just insane. Maybe he is a recent victim of black privilege (affirmative action). Maybe he was a victim of black on white crime and he got his revenge.

Find the throw away sweater, baggy pants, shoes (boots)m can lead to other surveillance images...If those items are scattered, and not all in one place, this can be evaluated as an extremely well planned incident...
