I think that was the whole point of the voice vote. They are NOT recorded. The article says “House Passed....” There won’t be a roll call then if I read it right.
Correct, voice vote means no roll call. The chair decides that the measure passed based on not hearing a substantial number of nays. If there were some nays, any member could object to the passage and request a recorded vote. Obviously there was a tacit agreement to let it pass.
