1.State monies is from the taxpayer. There is only so much you can get from them. It is a pie. If people perceive they are not getting true law enforcement, then the slice of the pie the SP gets will decrease, because most people are not going to vote for tax increases. Therefore, the SP should strive to avoid angering the public by enforcement if nit pick laws.
2. Asking me where I am going, is a violation of my 4th amendment rights. That would constitute a forced verbal search.
The only reason why you cops get away with asking the question of
drivers whereabouts, with no probable cause, is because it has not been judged in front of SCOTUS. The whole thing is like a stop and frisk in NY, without the frisk, and it was deemed unconstitutional there. Stopping me for changing a lane, or speeding does not give you the right to ask me where I am going, unless you have probable cause to determine that I am involved in drugs.

1. TX doesn’t quite work like that, but try again. In TX, we’re happy with our LEOs. We could care less what out-of-staters think.
2. Asking where you’re going or been is not a violation of your 4th amendment rights and it has been before SCOTUS and upheld. It is not a ‘verbal search’, which is a stupid concept to begin with.
BTW...the traffic stop is a violation of the law that gives the cop probable cause to stop you and question you.
