Officer dragged before shooting, 'had to fire' gun, Cincinnati police report says

(CNN) -- After shooting dead an apparently unarmed man during a traffic stop, a University of Cincinnati police officer said he'd almost been run over and "had to fire his weapon," according to a police incident report released Thursday. In the report, another University of Cincinnati police officer, who said he responded to the scene after hearing screams of "shots fired" over the radio, describes what Officer Ray Tensing told him about the shooting. "Officer Tensing stated that he almost was run over by the driver of the Honda Accord and was forced to shoot the driver with his duty weapon (Sig Sauer P32). Officer Tensing stated that he fired a single shot. Officer Tensing repeated that he was being dragged by the vehicle and had to fire his weapon," Officer Eric Weibel's incident report says. Weibel said the officer complained of pain to his left arm after the stop. "Looking at Officer Tensing's uniform, I could see that the back of his pants and shirt looked as if it had been dragged over a rough surface," the report says.

How was the cop dragged by the car? That involves being hooked to something - what was it? Otherwise, the driver just took off and the cop simply plugged him for doing so.

It doesn't seem to me that he was "unarmed", he was packing a Honda Accord.

I would like to see the dash cam video and body cam.

From other articles on the situation The officer asked for id and the guy handed him a empty liquor bottle. From reading other articles it says a struggle occurred which leaves me thinking the guy grabbed the officer or reached for his gun inside the car. I guess he still had ahold of him when he tried to take off.

The auto rolled forward and knocked Tensing to the ground, NBC News reported. She said release of the video could jeopardize a fair trial in the future. The police officer then asked Mr Dubose to step out of the auto, after which a struggle ensued. At some point, Tensing fired a single shot and Dubose – who was shot in the head – was able to restart the vehicle and begin to drive away, Whalen said.

These reports are all screwed up. How can a vehicle knock a cop to the ground who is standing to the side of it? If a vehicle DOES knock a cop to the ground, he's damn sure not going to then just get up and ask the driver to step out of the vehicle, LOL! THAT'S when he'd rightly have his gun out and stand at a distance and order the SOB out and arrest him for attempted murder. Then, if he shot the driver in the head, the driver is not going to be able to restart the car and drive away.

Aaaargh. Nothing adds up.

Theres a bunch of articles, but the one I just posted above made it sound like the family of the driver didn’t want the body cam or dash cam video released?

The guy had 60 previous arrests and 13 kids.

Oh, but the #hands up don't shoot crowd would say that a Honda Accord was never intended to be a deadly weapon. Neither are baseball bats, golf clubs, steak knives, etc as long as they are not used to commit a crime.

Yeah, clearly not a stellar citizen. Nevertheless, we aren't at the level of summary executions for losers - yet. I'd at least like the cop's story to add up in some simple and reasonable way, rather than soound like he might have just stood there and done some skeet practice on the guy's head while he tried to drive off.

To have had one’s shirt dragged on the ground would sound like what? The officer attempted to hold on to the bumper of the car? A culprit in the car managed to seize the officer by the legs?

There’s a story here somewhere. Maybe a wild one.

Often, as a police officer, you hang on to doors in the hopes that the driver will heed your request/demand that they stop. Just a reflect action.

We had one bolt from us the other night and the officer trying to get this guy to step from the car admitted to me later he thought about going the window after him and the line of coke in plain view.

I told him I was glad he didn’t because the blow isn’t worth the ride you would have taken.

An officer in another town recently did the same and she had to have reconstructive facial surgery after getting dragged.

That driver was wielding the deadliest of weapons -- an automobile. And he committed armed assault against the officer with it.

Easy, the suspect could have hold of a cops tie or arm and won't let go.

My question would be the university cop had said he was dragged. Yet in the news conference they never mentioned it, only stating there was a struggle at the vehicle. According to the report.

Seems a bit odd. Why would they not make that clear?

A “struggle” certainly implies contact of some sort. It can be pretty easy to get entangled in a seatbelt strap or be held by a perp...don’t you ever watch “cops”? I’ve seen videos of such encounters many times on those “reality shows”.
