I don’t see anyone actually justifying the shooting, just pointing out that the driver was a repeat offender and his list of offenses was rapidly increasing during the stop, raising mutual stress levels to the point that when he made a furtive movement to escape, the cop had reason & motivation to respond very quickly with force - unfortunately, he used too much force.
I’m not quite sure what the cop was supposed to do, and nobody here has seriously offered a proper alternative.
Finally, #297 suggests an alternative.
Not sure how many cops would let a repeat offender escape in a vehicle for later pick-up, though.
If the poster I was responding to wasn't justifying the shooting, he came pretty darn close....

I agree with your statement.
If the driver had not been so coy and evasive, mumbling nonsense while ignoring repeat commands to show his DL and trying to start the car, he wouldn’t have had the cop on full alert with his gun apparently drawn.
As to what the cop was supposed to do, I wound say perhaps shoot out a tire?
