Why does the Bureau of Indian Affairs have any say in this, or even care?

I'm guessing because it happened on an Indian reservation they have jurisdiction.

Looking at the video it may be that the victims were Native Americans. So one or both of those may be why.

Not true. The FBI has jurisdiction over murder cases on reservations.
