Just as in our urban areas, it appears all of the descendants of the European settlers have abandoned the area (as they are in much of Latin America, either migrating to the US or Europe) and the resulting chaos is caused by the descendants of the native inhabitants and the slaves. No shortage of fat asses in the video, though; some of them are still eating.
We may need sanctuary cities in the future.
