It’s as simple as this. You know a homicidal maniac has threatened to kill you and your family but you’ve managed to cut off his finances and access to info and materials for a long time. You decide to be charitable and provide him access to info and materials and finances to build a gun but make him promise not to. All ends well. Or NOT!
