Can someone tell me what the last sentence means? Was the hacker one of ours? Or was the effect upon 4,000?

Let me try some speculative editing for you:

I believe Hillary's personal government account was safe. Safe from Russian intrusion on July 25, 2015, because the Russians had already looted it of everything of value years earlier while she was Secretary of State.

Maybe we should ask the Russians for Lois Lerners emails... and Hillary’s.

Yet another major hack of sensitive government data under the Obama administration.

Who thinks it is merely incompetence and that there is no treason involved?

"...affected some 4-thousand military and civilian personnel work for the Joint Chiefs of Staff."

Russia probably did it to hand the personnel data to Hezbollah cells through Iran. Other crack attacks to get military personnel records including prior service personnel were also probably ultimately for handing the information to other terrorist cells.

All present and former prior competent service personnel should be armed and improving personal/family security for the purpose of defending themselves.

One important way of eastern Europe and east Asia in early military strategy is patiently using foreign proxies (e.g., Middle East nations) against an enemy. Research histories. One example would be Russia’s work over a period of years to equip and eventually excite other nations to attack Israel in the Six Day War. There are many other examples in the gradual formation of the Soviet Union. The PLA in China will use the same strategy wherever possible.
