A lot of poor whites are rural. Almost all poor blacks are urban. It’s a preference, rural or urban, not bias. “Busing” didn’t work with schools, everybody hated it. It’s sure not going to work tampering with peoples’ living arrangements.

I resembled that remark sixty four years ago on the High Plains. Poverty all around, yet no one felt they were poor.

Here in the South, many, if not most of the poor blacks are rural.
Come on down to Alabama, and I’ll show you mile after mile of poor rural blacks.
