We want God to be forgiving. We ourselves shouldn’t be.
I’m sorry, Norm, we are also to be forgiving. Nonetheless, the government is charged by God to uphold the laws. It is one thing for the victim to forgive his attackers. This means he is turning lose his anger, bitterness and his desire for revenge.
It is another thing for the civil authorities to uphold justice. Without it, there is anarchy and evil will flourish. Civil authorities must apprehend and punish evildoers.
Forgiveness is personal. Justice should be impersonal.

what is it with these happy victims?....I suspect that they are just weak....that's the way I see it....
Hence the line "And forgive us our trespasses, as we forgive those who trespass against us"...
