Even having unprotected vaginal sex with an infected woman, especially if the woman is unresponsive or anxious, poses real risks. I don’t have the epidemiological data at my finger tips, but it is not a risk I would knowingly take.
While that explanation makes sense about how the penetrating partner could be exposed, it is still far, far more likely that they got the infection from their buddies when they were the penetrated or using dirty needles. Haven’t there been reports that meth use is rampant among ISIS fighters?
