The Declaration of Independence affirms what those who believe in God have always known........ “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life…”

Exactly. The line after the one you quoted in the Declaration is just as important, "That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed."

Not only do governments not grant rights, they don't have rights. Government protects the rights of We the People and We the People give the government powers to do that.
