On May 4th 2015, Richard Chambliss was arrested by the Bald Knob Police Department (BKPD) for carrying a weapon, despite Arkansas Act 746, which allows the carrying of a weapon. After realizing the open carry charge would likely not hold, a madeup charge of disorderly conduct was added. The BKPD Chief of Police, Judge, & prosecuting attorney appear to oppose Act 746 & the 2nd amendment in general. The previous police chief was fired by Mayor Mary Beth Calhoun in January 2015, possibly due to politics, & replaced him with current Police Chief Erek Balantine. Balantine had been charged with domestic violence in January 2011 as a Kensett Police Officer.

Richard Chambliss had a court date August 25th 1pm. A group met outside of the Bald Knob Courthouse to support Chambliss & Act 746. A video of the arrest can be seen here:

Thanks Kenny! As a CHCL instructor for ASP, I always get the question on Act 746. I tell my students, Yes, by law, Arkansas is an open carry state, HOWEVER: 17 of 75 county Prosecuting attorneys are anti-gun and will charge you with "carrying a weapon" or "disorderly conduct" if you open carry.

Link to the Act 746 IT IS VERY, VERY specific, and if they guy had no intent, then I don't see a conviction. The disorderly conduct charge is BS, and his lawyer should file a Section 1983 complaint just for that.

Oh, and the chief needs a visit from Henry Bowman IMHO.

This is the old “You may beat the rap, but you won’t beat the ride” game.

I’m surprised the police state apologists aren’t here telling us how the arrest was flawless, legal, and well within proper procedural limits..
