Did the judge order the state to issue, or her to issue? The onus is on the state, if you want my opinion.

Her to issue. The state had already ordered her to comply with the law and she refused.

The whole thing is specious, if you ask me. She’s only an agent of the state; actually, a servant of the state. Why didn’t they simply discharge her?
