RE: If convicted it’s not less than one month and not more than 12 months in jail, plus a fine of up to $1000. Congress has to refer the matter to the U.S. Attorney for D.C. They are then obligated to take it to a grand jury.

Why is enforcement for Kim Davis done so quickly but enforcement for Lerner and Holder being delayed ( and even forgotten )?

Because the judge could order her jailed. No need for an indictment or trial. Congress can't do that.
