Not quite sure where you got that, but numerous old COPS episodes feature people with confused sexual identities. The sex of the frisker and the friskee is a non-issue unless a body cavity search is required. If there is any ambiguity, the officer simply asks if they are male or female, and go on from there. If arrested, things are quickly sorted out once they are processed at the jail. Queers, freaks, and crossdressers are dealt with daily by police. It's hardly a new thing.
