Easy, the guest worker is on a temporary work permit - the family has to come on a visitor visa. If the family overstays, then the worker is out of a job and all are deported. If the family is caught trying to sneak in, the guest worker goes home (permanently). If the family is later found to have entered illegally, again the guest worker is out of a job and all are deported.
If a female comes to visit, the max visa length is one month, and if she is visibly pregnant, she is denied entry.
The only part that I don’t have an end-to-end plan for is the case of female guest workers having anchor babies. It’s hard to see how to stop the courts from legalizing those kids...but still the mom will have to go home, based on her visa requirements.
