For many, San Francisco income levels have been steadily rising the last four years.
The median household income for whites reached $104,300 last year, up 14 percent since 2011, according to recently released census data. The annual household median rose for Latinos and Asians, as well.
But not all have fared as well during the city's seemingly relentless explosion of wealth.
In the same span, the median income of San Francisco's shrinking black population fell to $29,500, a 5 percent decline. It's even lower than what blacks make in Oakland or San Bernardino County, the most affordable part of the state.

I won’t argue with what you are trying to say, but your numbers are misleading. Your 72% assumes one father for each child born. It is still 72%, or there about, of the kids being born out of wedlock but the percentage of men doing it may be significantly less. A number of men are fathering children with many women. So, the number of black men ducking their parenting responsibility may be 60%, 50%, or less. Just saying... I have nothing better to do tonite. :)

Given that we are talking about San Francisco and that blacks actually have a higher sense of morality (not supporting homosexual behavior) than whites, perhaps the problem is that blacks do not want the job of Gay Bar bouncer and things like that.
Ad to that the fact that no welfare of any kind would be given to unwed mothers who do not name a father on the birth certificate. If they do not know they should not keep the child. If it could be more than one, name them and they should be tested and forced to pay for their creations.
If none is found the child is removed, permanently.
The Great Society programs incentives broken homes and poverty in and of themselves. They provide just enough to live just a comfortable life that nothing will change. You will not starve or be left on the street, but you will also have no incentive to do much better.
They probably follow the lead of Boxer, Pelosi, and Feinstein, and think it's far nobler to share OPM than their own.

The parties whining about income "gap" are not examining why. They simply was to "fix" the "problem" by handing the under achievers a pile of money to make them feel better without any requirement to perform better.
I understand what you are saying but I disagree. Children long to have a connection to their biological parents. It is just innate. They may be imperfect, but they are theirs. Children should only be removed from their biological parents in cases of abuse.
I do think there is a problem with rewarding child bearing so that some women seem to choose it as a “profession.” The more we politically move away from the natural family and the responsibility of two biological parents, the bigger the problem we are going to have.
Your idea would snatch children from a biological mother and potentially place the child with a two person homosexual situation. THAT is NOT better.
What we need to do is reward right behavior more than wrong behavior. If those welfare mothers received some sort of incentive that was greater than the incentive to produce more children, then they might make the better choice.
There are many variables. Some of it is about substance abuse. Those kids usually need a better option. Some of it is about learned dependency. That situation is the most fixable. Some of it is about tragedy — again that should be more fixable.
There are many things to consider, but never forget that we are talking about human beings who have emotional needs. One of those very strong needs is to have a tie to their biological roots. You can fix nothing by disregarding that.
Several ways. There are old-timers remaining who bought homes when they were cheap, decades ago. No mortgage, low property taxes, living on SS. And their young black family members freeloading off grandma and grandpa. I know a few, the young men are in their thirties and forties still living at home.
There are still public housing projects, where blacks get freebies on the public dime.
Then there are the outer neighborhoods, streets crowded with parked cars because each house has five or more cars - because people are jammed into each home to share the rent. You can't park anywhere in SF anymore because the residential homes are overcrowded with tenants.
The new graduates I know making about $80 k are living with 10-15 people in the three story houses out by Golden Gate Park. No way you get your own apartment at $100k.
And that would be what? The only thing that will stop those breeders from having more children is to NOT!!! reward them for doing so.
The answer is in the “Bell Curve”. And the “problem” is not just in SF but everywhere in the world - even is South Africa.
Oh, and I’m sure that if they look at the income disparity between asians and blacks, it is even bigger.
