As there is no such thing as a $500 bill, I'll take the above definition.

Large bills were withdrawn during WW2. Old $500 bills are still around, and they are legal, but if they make their way to a bank they will be withdrawn.
They are worth more as a collector item.

The brightly colored currency looks like many of the currencies in nations which have experienced hyperinflation. Bright colors, big picture of the current dictator....and all the currency is worth less than the paper it is printed on. The screencapture the OP posted represents the Change you will receive for a $70,000 loaf of bread.
