Mind, if tens of thousands of Koreans marched across the border from South to North Korea, and the North Koreans opened fire, the world would condemn the invasion from South Korea.
It is a national border. Open fire; if you want to be gentle, start with the dirt in front of their feet and then slowly raise the muzzle until someone figures out that marching on a sovereign territory would be a really really dumb idea.
