SAN JUAN, Puerto Rico (AP) - Puerto Rico's governor signed an executive order Friday banning the use of plastic bags across the U.S. territory, defying legislators who just days ago rejected a similar bill.
The ban will take effect in mid-2016 and will be preceded by a six-month educational campaign, Gov. Alejandro Garcia Padilla said.

GarcÃa-Padilla may not run again—everyone but him knows that he couldn’t possibly win—but in any event his larty will nominate a big-government liberal Two statehooders already have announced for governor, and a third is likely to join them. Resident Commissioner Pedro Pierluisi is socially moderate and claims that he’ll bring public spending under control, but he’s a milquetoast Democrat and won’t do anything drastic. Young Dr. Ricky Rosselló—son of firmer two-term Governor Pedro Rosselló—has promised to slash government soending and close down entire departments, but he has no record or experience and he may not have what it takes to strong-arm what very well could be a reluctant legislature (plus he’s a Democrat and probably a social liberal). The third guy hasn’t announced yet but is leaning towards running: Thomas Rivera-Schatz, the former Senate President and current Senate Minority Leader. He’s a social conservative, a Republican, and a natural leader that ruled over the Senate with an iron fist; my only qualms about him are that he might turn some voters off with his bluntness and that he’s downright chummy with some unions. We’ll know more when candidacy filings are completed by the end of December.
For some reason the accent marks (tildes) didn’t come out right. It is GarcÃa-Padilla (Garcia-Padilla) and Rosselló (Rossello).
Of the three, it seems Rivera-Schatz is preferable. Obviously there’s going to be a terrible mess to clean up as all hell broke loose on Garcia-Padilla’s watch.
Hopefully, Pierluisi runs and loses in the Guv primary so a proper Conservative and actual Republican gets the PNP nod for Resident Commissioner (it makes little sense for a Democrat to be serving in a GOP majority).
BTW, I tried to forgo using the accents on the names because of recent hiccups on FR with certain characters producing those weird results.
I think the plastic bag problem is more a reflection of the culture and mind set of the people involve, ie, if they threw the bags in the trash, they wouldn’t be a problem.
It is almost certain that the next Resident Commissioner will be former Speaker (and current House Minority Leader) Jenniffer (sic) Gonzalez, a Republican from San Juan. She’s an economic conservative, but I suspect that she’s not as socially conservative as I’d prefer.
Let his gullible populous not be able to get IV drugs or saline solution via plastic bags. I could give a few dozen more ridiculous examples for this ban, but this dufous isn't worth it.

No, it’s pronounced just like normal Jennifer, even though her parents spelled it wrong (in an attempt to be “original,” I suspect).. Jennifer is by no means an uncommon name in PR, and usually is spelled correctly (and always is pronounced correctly), as is Jessica.
