Sounds a lot like our gun free zones. Perhaps the attacks would stop immediately if a *much* higher %age became trained gun owners. Its hard to figure why, give Israel’s situation, why everyone doesn’t pack.
Gun ownership in Israel is tightly controlled. Of course the 4.4% doesn’t include military and reservists who are armed, but don’t “own” their weapons. At the same time, it would include I assume at risk occupations such as transportation and security guards. And residents of the West Bank, so the number of handguns in the hands of regular civilians is much lower than 4.4%. I’m open to correction, but I believe ownership includes the right to carry.
