I thought white phosphorous was banned by a Geneva Convention. I seriously doubt that ISIS is a signatory of the Geneva Convention, and unlike our boy "Barry", he is actually trying to win.

Your response is closest to the concensus I can find on the internet. I guess it is perfectly legal to use as a smoke generating agent. And, as you said, if a jihadi gets in the way, too bad.
Of course it will be a short period of time before we find all victims of the WP are widows and orphans and puppies and kittens.
