That seems to have to do, partly, with the way a person looks and acts; I mean whether you are targeted. I've found I can blend in in places like Turkey, Mexico and even India, and had no problems. I am southern European/Mediterranean in ancestry. Now, I may not have blended in so well in New Zealand and Australia but had no problems there either lol.
I have blonde hair, I think that was it. I’ve traveled extensively in over 40 countries before this (alot of the places were not safe - Kashmir, far west China, Khazakstan). I was told one hasn’t traveled until one has traveled in Africa. I was careful, only had a backpack and minimal clothes. Stuff ripped off from my room by maids, waiters giving me wrong orders that were much more expensive then I ordered, taxi drivers, getting charged twice for things saying I never paid, etc.
