Good grief...this seems like overkill to me. How many transgender kids are there in WI? Enough to waste this much time on it? Deck furniture...Titanic...
I would take a guess between mass-confused-Trans-whatever and gay kids thinking they will get some new bathroom deal, or like Eric Cartman in Southpark’s one episode using this to manipulate the school.....there’s probably 300 such kids in the state.
The quickest thing to rectify this....shutdown all indoor toilets....hire some Johnny-temp toilets to put out back of the school and ensure no heat for any of these in the winter time.
