Oh all you doubting FReepers, if the bill is placed on the passenger's side windshield wiper THIS REQUIRES GOING AROUND THE FRONT OF YOUR CAR. Then the person in the next car (passenger side facing your driver door) can easily hop out then in your driver's seat and leave with your vehicle. Done.
