California has no ‘gun show loophole’. All sales have to be facilitated by a dealer, even private sales, so a background check/10 day waiting period can occur.
The only exception is handing a gun to a ‘close family member’.
Which means Obama’s proposal will involve something much more intrusive while still claiming to close the ‘Gun Show Loophole”.

Washington State has a similar law now, but LE refuses to enforce it and I have never heard of an independent buyer/seller comply with it.
