And they should be fining businesses for hiring these people. They violated the law as well. That might teach them not to do it again.
I've been to Hyderabad many times over the years on business (retired now). The new airport is grand but the city is one stinkin' sh*thole. Middle of the country, it has a 35% Moslem demographic and they are nasty, nasty people. I was there at the Independance Day back in 2007, I think, and the Moslems were setting off bombs all over the place. I was at the Sheraton and one went off so close I could feel the concussion. We heard 8 blasts that morning.

I don’t get it, why give foreign students visas but not allow them to get jobs to help support themselves? Many of these students would bring highly desirable skills and qualifications to the US economy once the graduated... if they aren’t kicked out before being able to do this of course. They probably ought to do more to get rid of the semi-literate multitudes and gang bangers coming over the Mexican border than go after soft targets like these, which I assume are done to make the statistics on dealing with illegal immigration look better.
