President Obama on Saturday unveiled an unemployment insurance plan that he says will provide stability and opportunity to workers in a rapidly changing economy.
The president's three-pronged plan includes wage insurance of up to $10,000 over two years, expanded unemployment insurance coverage and more opportunities for laid off workers to retrain and reenter the workforce.
"If a hardworking American loses her job, regardless of what state she lives in, we should make sure she can get unemployment insurance and some help to retrain for her next job," Obama said in his weekly address.
"It's a way to give families some stability and encourage folks to rejoin the workforce - because we shouldn't just be talking about unemployment; we should be talking about reemployment," he added.
"That's when American works best - when everyone has opportunity; when everyone has security; and when everyone can contribute to this country we love."
The plan comes on the heels of Obama's final State of the Union address on Tuesday, in which he committed to fighting for expanded out-of-work benefits during his last year in office.
Despite shrinking unemployment numbers, the president said private-sector job growth is not enough.
He called for a program that would allow displaced workers making less than $50,000 to replace half of their lost wages, up to $10,000 over two years.
The plan would also extend benefits to part-time, low-income and intermittent workers who can't already take advantage of the out-of-work programs. And it would mandate states provide at least 26 weeks of coverage for those looking for work.
Finally, the president's proposal for retooling and retraining workers would incentivize states to offer relocation vouchers, subsidized employment and career counseling programs to unemployed workers.
"That's how we make sure that hardworking families can get ahead," Obama said. "And that's what I'll be fighting for with every last day of my presidency."
The best and only reform to uemployment benefits that will turn the US around is jobs.

there should be other ways both parties can improve economic security. Say a hardworking American loses his jobâ, âwe shouldnt just make sure he can get unemployment insurance, we should make sure that program encourages him to retrain for a business thats ready to hire him. If that new job doesnt pay as much, there should be a system of WAGE INSURANCE in place so that he can still pay his bills. And even if hes going from job to job, he should still be able to save for retirement and take his savings with him. Thats the way we make the new economy work better for everyone.
How do you train for a job that isn’t there?

By reporting ficticiuos unemployment and job creation numbers he has put the public to sleep so he can put more Americans on the dole. He killed the economy which killed jobs and industry purposely. His legacy is the destruction of every foundation of America while our GOP sat and watched and said and done nothing
Everything a liberal does is aimed at gaining control of a pot of money so they can skim it.
Must be the voices haunting him at night. He’s the reason most can’t find a job.
That is a big problem for colleges; how many young people will spend years and so much money for the remote possibility of a decent job? The focus on STEM jobs is due tot he fact that soon those will be the only jobs earning more than $40-$50K, and even there foreigners are taking many of the “T” (technology) jobs.
I fully expect the GOP to embrace it.

From what I’ve seen coming out of colleges nowadays I’d say at least an associates degree and 2 - 3 years of of OJT.
Is he going to increase unemployment insurance to pay for it? And give employers more reason not to hire permanent employees. Being a contractor I’m ok with that. People looking for perm positions who can only find temp/contract work should not be ok with that.
At one time (15 years ago) I had 3 employees (good pay, benefits, etc). I’ve changed careers a couple times since and am back to what I used to do. I can get work for as many employees as I can find but but I don’t want to deal with everything that goes with having employees. I’ve thought about getting a business partner to deal with hiring but decided I’m happy with the money I can make by myself. If a company wants a team of 5 they can get infosys to give them 5 H1Bs.

It the same ‘Basic Income Guarantee’ that the European Socialists are pushing.
