In his opening remarks during Sunday's fourth Democratic presidential debate in Charleston, S.C, former Maryland Gov. Martin O'Malley called climate change "the greatest business opportunity to come to the United States in a hundred years."

I agree.

But also consider that the states have never delegated to the feds, expressly via the Constitution, the specific power to regulate, tax and spend for INTRAstate global warming issues. So such subsidies would be unconstitutional, not that the Constitution has ever stopped the corrupt Washington cartel from doing something.

In fact, given the remote possibility that you are not aware of this, a previous generation of state sovereignty-respecting justices had clarified in broad terms that Congress is prohibited from appropriating taxes in the name of state power issues, essentially any issue that Congress cannot justify under it s constitutional Article I, Section 8-limited powers, the power to address global warming issues in this example not among those powers.

”Congress is not empowered to tax for those purposes which are within the exclusive province of the States.” - Justice John Marshall, Gibbons v. Ogden, 1824.

Remember in November !

So if patriots elect Trump, or whatever conservative they elect, they will also need to elect a new, state sovereignty-respecting Congress that will work within its Section 8-limited powers to support the president.

Note that such a Congress will also probably be willing to fire state sovereignty-ignoring activist justices.

House Speaker Ryan's budget bill, signed by Obama before his vacation, extended the renewable tax credits for 5 years. It was a trade-off. Oil exports for renewable tax credits. The oil industry won and the renewables won.

Coal subsidies are falling. Each year coal emissions(subsidy) are being reduced and Obama announced this past week that the dirt cheap coal leases on federal lands(subsidy) are going to be re-examined
