Debate "moderators" should not debate participants.

Any questions asked should be asked of all participants.

Any "gotcha" questions tailored to harass a specific participant should result in the immediate expulsion of the offending moderator.

The Fox debate was a joke.

The Fox people, like Kelly, but not just her, are a joke.

But the debate was scheduled a long time ago and Kelly was always scheduled to be in it.

Trump is playing prevent defense, trying to run out the clock.

Thanks for your perceptive observation! One might even observe that such 'moderators' should not even attempt becoming debate participants.

Back in August 2015, on a FR discussion thread following the first debate, my post reviewed her then-recently-assumed persona, as follows:

"Months ago, the "too-cute-by-half" and overly-dramatized attitude adopted by Megyn began to overcome the formerly attractive, constitutionally knowledgeable and powerful communications abilities which had made Megyn seem to be a trustworthy and credible "purveyor" of news and analysis.

"The giddy personality which preceded and participated in the Fox debate preparation and presentation was almost sophomoric and regrettable. Hopefully, she will take the criticisms seriously and return to her former demeanor, accompanied by some sense of humility. She is really better than that!"

Subsequent months of her quips and "cuteness" (including her exchange with Michael Moore last night) may indicate a preference for showmanship over serious legal and journalistic focus.

If all questions should be asked of all participants then the democrats in their debate could not ask Hillary about her emails because it is specific to her. I guess you don’t want Trump tested.
