Ithaca Plan: Harm reduction pillar calls for access to heroin, safe usage locations

ITHACA, N.Y. -- In a stairway located 107 seconds away from Dewitt Park in downtown Ithaca, used heroin needles and condoms littered the secluded steps Monday morning -- the same as every morning.

That ... is exactly the kind of thing officials hope to prevent with the radical new measures proposed in The Ithaca Plan... essentially allowing addicts to get free heroin and shoot up in a safe, clean locations...

Mayor Svante Myrick -- who founded a drug task force to research the heroin epidemic happening in Ithaca two years ago -- is an advocate...

In short, heroin assisted therapy allows an addict to get heroin from a doctor and use it under supervision, similar to prescribed medication....while there have been overdoses at the sites, none have been fatal.

My plan will let them kill themselves if thats what they want, by having all the drugs they want. In a building they cannot leave. Well if they have a sanity moment, one time, but if they slip, they come back and they cannot leave. They will die happy and safely away from us.

Maybe the better policy would be to make sure they have a heroin overdose, but in a nice safe place.

what a crock....having the hard working citizens paying for these sloths to shoot up...

to think that Ithaca used to be a nice town that we drove thru every July 4 th to picnic at Cayuga State park....we would pick out our tables, leave everything there and then get in the car an drive up on the ridge and pick bing cherries....

the nice old times American life used to mean but now we have the govt feeding heroin to people....

and what about the liability when one of these creeps drives their car thru a group of children....

drugs are never enough for addicts....there is always the need for more, more, more...

oh they'll take their free heroin, but they'll also scam for oxy's and hydros....

I disagree with their plan altogether. If they really wanted to reduce the total harm from heroin addiction, they could just administer fatal overdoses. That would be no less evil than what they propose, but it would put the addict out of his or her misery.

Ludicrous! Ending the phony drug war doesn't mean that drugs should be made available to addicts for free. They should have to earn their fixes: make them push a broom around or something!

This policy is as crazy as the War on Drugs itself...

No i would let them leave, but only once. If they slipped up or begged for drugs again, then they’d be put back in and nevr allowed to leave.

You are correct. The US Gov and DEA still classify Heroin as a Schedule 1 controlled substance. Schedule 1 essentially states that the drug has no legitimate medical purpose in the US

I guess methadone went out of style. I believe Zurich tried this approach, Needle Park, in the 80's. Zurich realized that it took more than clean needles and safe spaces; "The Battle at Needle Park".

This is what they've successfully done in Vancouver (although government supplying 'free' drugs does stick in my craw) - from Wood E, Tyndall MW, Montaner JS, Kerr T (November 2006). "Summary of findings from the evaluation of a pilot medically supervised safer injecting facility" Canadian Medical Association Journal 175 (11): 1399-404:

"Before the facility was opened, there were concerns that it would result in increased crime rates in the neighbourhood as a result of the migration of drug dealers and drug users toward the facility and subsequent increases in drug dealing and drug acquisition crime.36 The analysis of public order indicators described above showed that suspected drug dealing did not increase in the vicinity of the facility and that public drug use declined.25 In addition, police statistics during the year before versus the year after the facility opened showed that crime rates remained stable in the neighbourhood where the facility is located. Specifically, the facility's opening has not been associated with increases in charges for drug dealing or several markers of drug-related crime, including assaults, robbery and vehicle break-ins.37

"Before the facility opened, there were also concerns that providing a safe and sterile place for injection drug use could reduce the likelihood that IDUs would seek addiction treatment and would result in increased rates of injection drug use.36 As indicated in the section on referral for addiction treatment and other care, use of the facility has been associated with an increased uptake of detoxification services, which suggests that the facility has not resulted in a reduced number of IDUs seeking addiction treatment.33 Similarly, comparing the 1-year periods before and after the facility opened revealed no evidence that the provision of a safe and sterile place for injection drug use has resulted in increased rates of relapse into injection drug use or decreased rates of cessation of injection drug use in the community.38 Finally, an additional study involving all participants recruited into the cohort by Oct. 21, 2005, demonstrated that the program has not been associated with increases in new initiates into injection drug use.39"

I still give the nod to the WoD - at least 'free' heroin won't be enriching violent gangs and cartels.
